Reunion forum installation (Proper)

I want to start making the forum subscription mandatory to all guild members of reunion.

First I need to know a few things:
1. Who exactly set up this website? (I keep hearing differently)
2. How do I operate it (create/delete sub-forums, etc)
3. What can we personalize in terms of graphics (I am a graphic designer by hobby, I am fully capable of designing the website if I'm given image specifications; the creator will need to code it in)

I set it up. I'm not really good with these type of things, this is my first time. i can give you the account info, or you could make your own site. I dont really like forumotion's layout to be honest.
